I would say... the Panama Canal.
JAsher is right, its the Panama Canal and specifically, the photo is of the Gatun Locks, a set of locks that lowers the ships in three stages from Lake Gatun down to Atlantic side of the canal.
Work on the canal started on May 4, 1904, but work on the locks didn't start until August 24, 1909. These locks in particular were the last one completed. The first trial lockage of the set in the photos was made on September 26, 1913.
The Panama Canal itself opened on August 15, 1914 and the first ship through was the Ancon.
